Last Tuesday’s Council meeting featured several noteworthy contracts, calls for tenders and local projects, and the approval of two loan by-laws totalling $3.5 million.
A contract for almost $24,000 was awarded to architects Beaupré et Michaud for its additional services in its drafts and estimates for the installation of an elevator to enable seniors and handicapped persons to access the borough hall’s second floor.

Several aspects were not foreseen such as the insufficient height of the present building to install the elevator. The architects must also assure the coordination of the excavations of the foundations and the opening of the roof.
Boisé Marcel-Laurin
The Comité Ecologique du Grand Montréal was granted a $25,000 contract for the protection, conservation, and enhancement of the Boisé du parc Marcel-Laurin.
Located in a heavily residential area (between the Bois-Franc and the Nouveau Saint-Laurent), it has survived so far new park installations, the expansion of police-station parking, and a library-construction proposal.

The woods represent “urban lungs”, which allows residents to increase their contact with nature.
Wading pools and fountains
The borough is also going to public tenders for the preparation of drafts and estimates and the supervision of the construction of wading pools and fountains in Painter, Noel-Nord, and Bourbonnière parks.
Last month, the Council approved an $8.2 million loan by-law for park renovations that is part of the objectives identified in the capital-works plan for 2007-2009.
Transportation plan
Public tenders were also launched for the elaboration of a master transportation plan for St-Laurent that is second on the island in terms of personal trips.
It will analyze transport conditions for the short-, medium-, and long-term and propose solutions to increase road security for different users as well as look at alternatives to the automobile. Traffic-calming measures on residential streets, uniformity of road signalization, and the management of parking spaces in relation to restrictions to provide services to citizens will also be looked at.
$5,000 to Humanochat
A $5,000 service contract was again awarded to Humanochat to capture, sterilize, vaccinate, and tag stray cats in St-Laurent.
As during the past three years, the community group will work with Vanier Cegep and Berger blanc. They seek to educate residents who build shelters and feed strays on the benefits of sterilization.
Loan by-laws of $3.5 million
Last month, Council approved loan by-laws of $3 million for the purchase of vehicles, machinery, tool sets and other equipment, and $500,000 for repair work on the borough hall.
At a register held on January 23 and 24, only one person signed in each case. (Fourteen hundred signatures are presently needed to force the holding of a referendum).
